This building is the symbol of a gateway to the pedestrian spine. The exaggerated scale of staircases to dominant towers is meant to emphasize the importance of this building as an entrance. Further, the building was internally sliced into two identical parts to accommodate a pedestrian passage.
The program called for a cafeteria, a reception area and small meeting rooms. In addition, a number of small shops and a teahouse with outdoor seating were provided facing the internal courtyard, with a small square reflecting pool. This walkway leads to the mosque.
